The Program on River Pollution Emergency Response Management and Skills Improvement

The emergency response for river water pollution is under the jurisdiction of the competent authorities in charge of environmental protection. The central government is responsible for designing water pollution response management system, collecting feedback regarding the implementation of the management system, coordinating information across different agencies, and training the seed staff. The local governments are responsible for maintaining the momentum of regular response, auditing and providing preventive management of pollution sources, managing the emergency response real-time, tracing the pollution sources, and recording emergency response. The implementation focus of this program is to have a comprehensive review of the emergency response momentum for river water pollution, and to analyze the recently reported water pollution cases. The program sends out staff to review the current status of the water pollution emergency management systems, as well as enhance the emergency response capability. Also, the program explores the existing emergency response procedure and the water quality anomaly report system and proposes corresponding improvement suggestions. In addition, a two-day training program on the knowledge of emergency response and techniques of decontamination was hosted this year. Speakers from the Centre of Documentation, Research and Experimentation on Accidental Water Pollution (CEDRE) were invited to talk about the characteristics of pollutants, the procedures of pollution management and the application of decontamination tools. Lecturers from Taiwan also shared their insights on Taiwan’s regulations and case study, provided practical instructions on onsite decontamination training and the use of personal protection equipment. The courses have effectively helped forge consensus and complement Taiwan’s existing response momentum. Due to the outbreak of COVID-19 in 2020, the rapid spread of diseases has highlighted the importance of public health and water quality. This program aims to collect literature from the world and organize consultation meetings, hoping to organize and analyze related information, so as to review Taiwan’s disinfection procedures and measures for water pollution in response to the pandemic, thereby strengthening Taiwan’s ability for water management.
